(1) A person who wants to produce or sell and distribute the prescribed feed shall obtain a license from the prescribed authority as prescribed.
(2) Notwithstanding anything written in sub-section (1), in the case of silvandi grains, a retailer who has obtained a bond as specified from a licensed producer or wholesaler shall not be required to obtain a license in accordance with this section.
